What are the applicable thresholds to benefit from GSP Concessions-?


The GSP+ scheme has fairer graduation thresholds which focus on preferential access for imports from countries that have a lower share of EU imports.

The thresholds are applicable to groups of products from beneficiary countries which in a given year should not be more than 15% of EU imports from GSP countries in order to be eligible for duty free imports. Product groups exceeding the threshold are “Graduated” and cease to benefit from a preferential access.

For example , if you are a rubber tyre and tubes exporter and you are classified under the rubber products export sector to the EU, this 15% applies to exports of the rubber products sector in respect of all GSP and GSP+ countries. Once the 15% limit is exceeded you are not eligible for concessions and you will have to pay the normal duty.

Therefore Sri Lankan exporters of rubber products should maximize on our Comparative Advantage in the rubber sector and get the maximum benefit out of this scheme.

In the case of Textiles the “graduation threshold” is set at 12.5% as it is for Clothing. At the end of 2008 or even before, there is the possibility of the EU evaluating sharp increases of textiles and clothing exports from beneficiary countries.
