Who is authorized to issue a Certificate of Origin in Sri Lanka?

(a)   In Sri Lanka , The Department of Commerce has been designated to issue Certificates of Origin under the various trade agreements, namely GSP, GSP+, ISFTA, PSFTA, SAPTA and Bangkok Agreement etc... Most of the exports from Sri Lanka under trade agreements are eligible for tariff concessions, if the shipments are accompanied by a Certificate of Origin (CO). 

 
(b)    The National Chamber of Exporters of Sri Lanka, The Ceylon Chamber of Commerce, National Chamber of Commerce of Sri lanka and the National Chamber of Industries issue non-preferential Cos .
